Jakarta KPP Supports Good Governance and Clean Government in Disdik

Jakarta Education Concern Community (KPP) Chairman, Cecep Sulaiman supports the Jakarta Education Agency (Disdik)'s efforts to implement Good Governance and Clean Government.

According to him, the problem of recruiting honorary staff at the Disdik had been going on for a long time. Hence, he appreciated the Jakarta Disdik Acting Head, Budi Awaluddin, who was quick to implement policies so that there were no violations of the rules.

"Actually what is being done is a process to tidy things up administratively following applicable regulations," he expressed, Wednesday (7/17).

Based on applicable rules, namely, Permendikbud Number 63/2022 in Article 40 (4) says that teachers who can be given an honorarium must meet requirements such as, not having ASN status, being recorded in the Basic Education Data (Dapodik), having a Unique Educator and Education Personnel Number (NUPTK), and not having received a professional teacher allowance.

"Another regulation, namely, Secretary General of the Education and Culture Ministry Number 1/2018 in Article 5 explains that the NUPTK requirements for honorary teachers are to be appointed by the Agency Head. Of the 107 honorary teachers disciplined, no one was appointed as Head of Agency. Thus, the NUPTK cannot be processed following applicable regulations," he explained.

Regarding the findings of the Financial Audit Agency (BPK), follow-up should be taken as soon as possible so that it does not become a problem.

"Despite School Operational Assistance or BOS funds can be used to train honorary teachers, all processes must still comply with procedures and rules," he explained.

He asserted that the Disdik must evaluate and investigate schools where there are still findings that recruiting honorary staff does not comply with the rules.

"Don't let there be, for instance, KKN or gratification for the recruitment conducted. I support Mr. Budi in doing comprehensive improvements," he added.

He added that there are pros and cons to every policy is normal. However, how the rules are enforced is an obligation.

"I suggest that as a solution, 107 honorary teachers if they are deemed capable and qualified, can temporarily be recruited as Individual Work Contract (KKI) workers, similar to PJLPs," he explained.

Separately, Jakarta Disdik Acting Head, Budi Awaluddin uttered referring to the regulations in effect from 2017 to 2022, instructions and circulars had been issued that the appointment of honorary teachers must receive a recommendation from the Disdik.

"There is still a map of the needs for honorary teachers that is not following the Permendikbud and the provisions for honorary recipients is what finally became the BPK's finding this year," he explained.

He asserted the 107 honorary staff who were enforced by regulations still had the opportunity to continue their service as teachers but not with honorary status.

"We refer to Law Number 20/2023 on ASN which contains regulations that government agencies are no longer allowed to recruit honorary staff," he added.

He hoped that those honorary teachers could participate in the selection as Government Employees with a Work Agreement (P3K).

"I also ask all school principals and all levels in the Disdik to be orderly and obey the rules. Let's work together to create quality and high-achieving education. Jakarta is a success for Indonesia," he closed.
